Changes are needed in five key articles of the constitution, requiring a two-thirds majority in Parliament and approval from the relevant provincial assembly.

The creation of new provinces requires amendments to Articles 1, 51, 59, 106, and 239 of the constitution. These articles pertain to federal units, representation in the National Assembly, Senate, provincial assembly seats, and the country’s administrative structure.

Article 239 holds fundamental importance in the creation of new provinces, mandating a two-thirds majority approval from the National Assembly, Senate, and the relevant provincial assembly.

It is clear that Interior Minister Mohsin Naqvi stated that Pakistan’s current system has lost its ability to solve problems, necessitating new administrative units. His statement has intensified political and constitutional debate.

It should be noted that constitutional experts assert that new provinces cannot be established merely through political announcements or administrative decisions, but require broad political consensus and constitutional requirements.
