According to the report, efforts to bring children into the educational fold have failed despite the declaration of a national educational emergency two years ago. Financial weaknesses and poor governance are major issues.
The Civil Services Academy report states that under the National Educational Action Plan 2026, provinces have committed roadmaps. However, the challenges lie in implementation, not policy-making.
The educational crisis is not temporary but historical. Poverty, population growth, and low investment in education are worsening the crisis.
It is noteworthy that from 1990 to 2010, millions of children remained outside the educational system. The failure of public infrastructure led to the growth of private institutions.
